What is the cadence for the vehicle location update webhook?

Pretty simple question, I am setting up webhooks for when a vehicle location is updated, but I am seeing up to 3 minutes of delay between events. As in, Event A fires at 00:03, and event B fires at 00:06.

Is this intended? If so, what is the actual cadence? Thank you!
