Are the ID values (Unique Identifiers) globally unique?

What do the ID values (eg. Driver and Vehicle ID values) represent on the Motive side?

For a partner integrating an app across multiple fleets is this value guaranteed to be globally unique between the fleets, or is this only guaranteed unique within a given fleet's account?
