New - View the configured reasons for out of service vehicles

With this update, we are adding a new endpoint that allows you to view the configured out of service reasons in your company.
Whenever a vehicle is marked as out of service, it is imperative to specify the reason as to why the vehicle is marked as out of service. The reasons vary from company to company and are allowed to configure accordingly. With this new endpoint, you can view all the reasons that are configured by your company for out of service status.
